Round 13 Outline
200,000 OCEAN in grant funding dey available in Round 13.
Grant Funding Categories:
Building / improving applications or integrations to Ocean
Community or developer outreach (grants don’t need to be technical in nature)
Building or improving core Ocean software
Improvements to OceanDAO itself
Submit your Proposal
As a voter, Port na where you fit see all proposal details and cast informed vote.
Proposals wey meet the basic criteria go dey submitted to Snapshot.
Proposals wey receive support from the DAO receive funding in OCEAN.
If you don previously receive a grant, you must update your Grant Deliverables inside each proposal to fit remain in Good Standing. This go enable eligibility inside upcoming Funding Rounds. Follow the instructions on the Project Standing Dashboard to learn more.
To continue dey incentivize completion and outcomes we dey continue Funding Tiers, wey fit be achieved by Teams wey dey deliver on their grant promises.
The funding tiers are:
Funding Ceiling: $3,000 USD
Requires: No one in your project don ever receive a grant from OceanDAO. Open to all.
Benefits: Earmarked. Receive feedback during the application process. Introduced to related projects. Receive support during voting.
2. Existing Project
Funding Ceiling: $10,000 USD
Requires: You don complete 1 or more grants.
Benefits: Same as above. Receive promotion via Newsletter, Twitter, and other channels. Receive support during voting.
3. Experienced Project
Funding Ceiling: $20,000 USD
Requires: You don complete 2 or more grants.
4. Veteran Project
Funding Ceiling: $35,000 USD
Requires: You don complete 5 or more grants.

“Earmarks” means sey funds dey available exclusively to the first three groups listed below, without need to compete. For example, New Teams (Outreach) get 12,000 OCEAN available without need to compete against other projects. Beyond that amount, them go need to compete.

Core Tech Earmark & Initiatives
The Core Tech Working Group don prioritize these this core tech, integrations, or applications. Items on the list for a round get special earmark in that grants round. Here na some items:
Enhance Ocean’s Fine-Grained Permissions to support Verifiable Credentials (vs. just Ethereum addresses) in allowlist and denylist
First-class integration with WebSockets as a data service.
Build comments & ratings into Ocean Market
Decentralized social media. E.g. email, messaging, twitter-like, FB-like.

Unleash Data Category
In Round 13 we don revised the Unleash Data Category to have the same rules as the rest of the Funding Categories. Them fit qualify again for funding up to 35,000 OCEAN conditional wey Unleash Data projects:
“Unleash data” don actually always get broad intent, towards driving Data Consume Volume. E dey intended for projects like: to become a data broker to get data owners’ data into Ocean Market, networking / “hitting the phones” to increase consumption on Ocean Market, integrating Filecoin & publishing data on Ocean Market, etc. Here na further examples. E no dey for constructing / maintaining a small number of datasets.
Whatever dey proposed go be high value-add to the Ocean ecosystem.
Example of poor value-add: request lot of OCEAN to construct / maintain small number of datasets to sell with expectation of profit. We expect and dey encourage OceanDAO voters to downvote such proposals.
Burning becomes Recycling
Starting Round 13, any funds wey remain inside an Earmark go dey be recycled into General Grants rather than to burn. If any funds dey available at the end, them go dey moved back inside the Treasury.
Starting in R13, burning and earmark rules don dey updated. Burning don dey disabled, remaining funds in Earmarks dey made available in General Category, and any final remaining funds dey returned to the treasury. You fit find all the steps below:

Projects wey not win an [Earmarked Grant] go dey considered for funding under the [General Grant] category.
Any remaining funds inside an Earmark, go dey moved towards [General Grants]
[New & Core Tech] teams dey eligible to dey funded from both [Grant Categories].
Returning teams dey eligible to be funded from [General Grants].
50% or more “Yes” Votes receive a grant.
Any remaining funds inside the [General Grants] Category dey moved back to the treasury.
Voting & Ballot Design
We don continued with the use of Weighted Ballots wey dey improve voter representation. In this model, OCEAN fit only dey used once to support or downvote projects.

Town Hall don dey run weekly since the beginning of OceanDAO. Currently the DAO dey expand and with this growth so will the Town Hall.

If your Proposal dey voted for and receive a grant, abeg submit a Request Invoice to the Ocean Protocol Foundation (OPF) for the Ocean Granted amount by the Funding Deadline.
